Some Users Missing From ID Vault

HCL Notes/Domino 8.5 Forum (includes Notes Traveler)

I tried this and there was no 'hidden views'. So I refreshed the design and the hidden views showed up.
I waited a day because I thought maybe this was the problem. The id did not get into the vault.
So I deleted the items in the $policy view. They disappeared. I restarted the client and the items are still gone, no id's in the vault either. So..so far it didn't work. I'll wait and see.
